ELIGIBILITY FOR ADMISSION


Admission to the B.A. LL.B. (Hons.) Degree course shall be based on the performance in the Common Law Admission Test (CLAT). 

  a) The candidate for CLAT shall have passed the Higher Secondary Certificate examination (10+2) or an examination recognized as equivalent thereto with at least 45 % marks.
  b) Exemption upto 5% from the requirement of the minimum of 45% for the qualifying examination is given to the candidates belonging to Scheduled Caste/Scheduled Tribe (SC/ST) [declared eligible for reservation in the State of Kerala] and upto 3% to the candidates belonging to Socially and Educationally Backward Classes [declared eligible for reservation in the State of Kerala]. These categories are allowed to apply for CLAT if they obtain not less than 40 % and 42 % of marks, respectively, in the qualifying examination.
  c) Students who are appearing for the qualifying examination are allowed to appear for CLAT. However, they should submit the results of the qualifying examination at the time of admission. If they do not do so, the candidates shall be considered ineligible.

The intake for the B. A. LL. B. (Hons.) Degree Course shall be 60. The seats shall be apportioned as follows:

Out of the above, 5% of the total intake of 60 seats are horizontally reserved for Specially Abled Persons (SAP)

In addition to the above 60 seats, 6 seats are reserved as Supernumerary Quota for NRI Sponsored candidates and 2 seats for Foreign Nationals. The candidates in these categories need not appear for CLAT and they can directly apply to the University in the prescribed format provided in the website. If any seats remain vacant in the NRI Sponsored quota, the same shall be filled from the CLAT 2017 Rank List. If any seat remains vacant in the Foreign Nationals quota, the same shall be filled from the NRI Sponsored quota and in that case, the fees applicable for NRI Sponsored candidates shall be levied. In case NRI Sponsored candidates are not available, other CLAT 2017 ranked candidates shall be considered and in that case, the usual fees shall be levied. 

Scheduled Castes, Scheduled Tribes and Socially and Educationally Backward Classes mean communities as identified and listed as such for admission to professional courses, by the Government of Kerala. List of communities classified by the Government of Kerala as Scheduled Castes, Scheduled Tribes, Other Eligible Communities and Backward and Other Backward Classes are given in Annexure I, II, III & IV respectively. The procedure for claiming admission against seats reserved for SC/ST are given in Annexure I A, for Other Eligible Communities in Annexure III A, for Backward and Other Backward Classes in Annexure IV A and State Merit in Annexure V.

SC/ST candidates shall have to produce Community Certificates issued by the competent authorities in the State of Kerala. Candidates seeking admission against the seats reserved for Socially and Educationally Backward Classes shall, in addition to the Community Certificate, produce a Non-Creamy Layer Certificate issued by the competent authority in Kerala.

Seats reserved for the Scheduled Castes and Scheduled Tribes shall be inter-changeable. In case sufficient candidates are not available for seats reserved for Socially and Educationally Backward Classes, such seats shall be filled up under State merit quota. The seats unavailed by the SC/ST candidates will be filled by Other Eligible Communities (OEC) candidates and in case of seats remaining vacant under the Specially Abled Persons (SAP) Quota, such seats shall be filled up under State Merit Quota. Candidates seeking admission against seats reserved for State Merit Quota shall produce 'Nativity Certificate' as prescribed by the Government of Kerala for admission to professional courses in the State.

ANNEXURE – I A
CLAIM FOR RESERVATION UNDER SCHEDULED CASTES/SCHEDULED TRIBES QUOTA

(i) Scheduled Caste/Scheduled Tribe candidates should obtain the caste/community certificate from the Tahsildar. SC/ST caste status of children of parents contracted Inter-caste marriage will be subject to the orders/clarification issued in GO (MS) No.11/05/SCSTDD dated 22.03.2005, GO (MS) No.25/2005/ SCSTDD dated 20.06.2005 and the judgment dated 10.08.2005 of the Full Bench of the Hon'ble High Court of Kerala in WP 2483/2005 and connected cases and GO (MS) No.109/2008/SCSTDD dated 20.11.2008. As per GO (MS) No.109/2008/SCSTDD dated 20.11.2008, the children born of inter-caste married couple of which one of the parents is SC/ST, can claim the status of SC/ST on proof of the conditions of acceptance, customary traits and tenets under which such children are brought up. The competent authority issuing SC/ST community certificate to children born of inter-caste married couple, of which one of the parents is SC/ST, should ensure that the claimant is subjected to same social disabilities and also following the same customs and traditions and the community has accepted that person to its fold as such. The authority to issue caste certificate should also ensure that:
    a) a) Each case is examined individually in the light of the existing facts and circumstances.
b) The claimant has suffered disabilities - socially, economically and educationally.
c) The society has accepted the claimant to their original fold as one among them and is living in the same social tenet.
(ii) The Christian converts who have subsequently embraced Hinduism should produce caste/community certificate. The following certificate should also be got recorded by the revenue official below the certificate "The certificate is issued after observing the guidelines issued in Government Circular No.18421/E2/SC/ST/DD dated 15.12.1987."
(iii) The applications for the reserved seats of Scheduled Castes/Scheduled Tribes candidates which do not contain SC/ST Certificate (Community Certificate) will not be considered on any account for claiming community reservation against the seat reserved for SC/ST candidates [Vide GO (Ms) 31/90/SC/ST/D.L dated 25.05.1990]. The community certificate should clearly specify that the candidate himself/herself (not the father or mother) belongs to the Scheduled Castes/Scheduled Tribes. The community certificate as per G.O. (Ms) No 136/07/Rd dated 27.04.2007 will be accepted. The candidates who are reconverted to Hinduism from Christianity of Scheduled castes origin should produce community certificate from the Tahsildar concerned along with a copy of Gazette Notification regarding re-conversion.
(iv) The claims for reservation under Scheduled Castes/Scheduled Tribes quotas will also be subject to verification and clearance by the Screening Committee constituted for the purpose by Government vide GO (P) No.19/2002/SCSTDD dated 20.4.2002 and as authorized by section 6 of the Kerala (Scheduled Castes and Scheduled Tribes) Regulation of Issue of Community Certificates Act, 1996 (Act 11 of 1996)
(v) The SC/ST claims in respect of those who have migrated from one State to another will be subject to the provisions of GO (Ms) No.10/86/SCSTDD dated 12.2.1986. Only the children of those who had migrated to this State before the promulgation of the Constitution (Scheduled Castes) Order 1950 and the Constitution (Scheduled Tribes) Order 1950 and ordinarily reside in this State can claim SC/ST benefits from the State of Kerala. They must be able to prove this, if required.

(i) Candidates belonging to Socially and Educationally Backward Classes(SEBC)should produce a certificate to the extent that the candidate belongs to the community which is designated as a Socially and Educationally Backward Class and does not belong to the category of Creamy Layer, in the proforma given as Annexure III of GO(P)No.1/2015/BCDD,dated:01.01.2015.The guidelines and criteria to be adopted for excluding the Creamy Layer among SEBCs for the purpose of reservation of seats in admission to Professional Degree Courses shall be as given in the Annexure I of G.O(P) No.1/2015/BCDD, dated: 01.01.2015.

(ii) Candidates belongingto Ezhava, Muslim, Other Backward Hindus, Latin Catholic &Anglo Indians , Dheevara and related communities, Viswakarma and related communities, Kusavan and related communities, other backward Christian and Kudumbi Communities, claiming reservation under SEBC quota should invariably produce the Non-Creamy Layer Certificate from the authority concerned.

(iii) Children of intercaste married couple with either the father or mother belonging to a community included in SEBC list,or with father and mother belonging to different communities,both of which are included in the SEBC list,are eligible for reservation underSEBC.Such candidates should furnish Non-Creamy Layer Certificate from the competent authority.

ANNEXURE - V
FOR ADMISSION AGAINST SEATS RESERVED FOR STATE MERIT (KERALA)


Candidate should be an Indian citizen of Kerala origin.
In order to prove that a candidate is an Indian citizen of Kerala origin for the limited purpose of eligibility for admission, he/she has to produce any one of the following certificates: 

(a) Certificate (in original) from a Village Officer ora competent authority to show that the candidate is a native of any State orUnion Territory of India in the prescribed format.

(b) True copy of the birth certificate of the candidate, issued by competent birth registering authority (panchayat/ municipality/ corporation), showing place of birth in any State or Union territory of India.

(c) True copy of the relevant page of Secondary School Leaving Certificate of the candidate, showing place of birth in any State or Union territory of India.

(d) True copy of the relevant page of the passport of the candidate issued by Government of India.

CLAIM FOR RESERVATION FOR SPECIALLY ABLED PERSONS

Candidates claiming reservation under Specially Abled Persons Quota shall submit a Certificate of Disability from the District Medical Board certifying the degree of percentage of disability issued not earlier than 12 months prior to ths submission of application. Those candidates having a minimum of 40% disablility shall only be eligible for this quota.

OTHER GENERAL RULES FOR MANDATORY RESERVATION

(i) The seats un-availed of by the Scheduled Castes candidates will go to the Scheduled Tribes candidates and vice versa.

(ii) The seats un-availed of by the SC/ST candidates will be filled by Other Eligible Community (OEC) candidates [See Annexure III for the list of OEC]. The seats that still remain un-availed will go to the State Merit (Kerala). OEC will be eligible for reservation only if their annual family income from all sources is up to Rs.6 lakhs. Such candidates should furnish Non-Creamy Layer certificate obtained from the Village Officer/Tahasildar.
