"Law is relevant for all areas of human conduct, individual and collective. Development is a word with many layers of meaning in different contexts, but ultimately must be oriented towards larger common good. Without sounding individualistic, development for an individual is the protection of his legitimate interests from his birth to death to enable him to lead a meaningful life of comfort and dignity. This has to be ensured keeping in mind the larger public interests. Empowering a person by education, removal of poverty and its trappings, opportunities of employment and leading a peaceful life in a dispute free environment, should all come within the scope of development for an individual.
Inclusiveness in development has always been a casualty. Vested interests, in collusion with powers that be, have always managed to fatten their purse at the cost of legitimate claims of the voiceless. As a result, many benefits of development just look like unavoidable consequences necessary to maintain the cloaks of legitimacy in the plunder. It is only poetic justice that many of these miscreants have already ended up or would eventually end up in their rightful homes, the prison, how much ever high they position themselves. But, unfortunately some of the damages they cause is irreversible and at a cost that causes the general public or institutions to bear a heavy burden. As some estimates have shown, development would have had a different perspective and result if vigilant public and institutions could have deterred such acts of deviance. Corruption, facilitated by lack of transparency, has been a bane to this country.
The Centre for Law and Development would like to position as an institution that identifies for itself a role in recognition and prioritization of areas of and for development, contribution to policy formulation by the State and other decision making authorities, research into various aspects of development including rights of affected members of general public from socio-legal, economic and other relevant perspectives, collection and dissemination of information, evaluating payment of adequate compensation, evaluating compliance with principles like sustainable development, compliance with relevant international obligations, studying the planning and implementation of projects and protecting the rights of various participants in developmental projects like the labourers and employees, among other goals.
Over a period of time the Centre would also try to develop itself as an effective institution for dispute reference and settlement. It would also like to act as a watchdog with public participation into corruption and transparency in governance issues.
The Centre would formulate a scheme to conduct workshops/seminars/conferences on regular basis for identification of areas for development. Discussion of relevant Bills in the State Legislatures and Parliament would be facilitated and its conclusions submitted for their consideration.
The Centre should become the hive of research and depository for persons seeking information in areas of development. It would collaborate with similar educational and research institutions worldwide for making the relevant literature available at the Centre."
